The 3:1 means that the punch makes 3 holes per inch.
3:1 Wire Binders will bind documents with up to 120 (80gsm) sheets.
For bigger documents you will need a 2:1 Wire Binder.
Fixed pin machines normally only punch on the longside of an A4 sheet.
Selectable pin machines allow you to punch anysize of paper to A4 longside.

3:1 ADJUSTABLE PIN WIRE BINDERS

 3:1 Wire Binders with adjustable pins allows you to stop any of the pins from punching. This allows you to bind on the shortedge of documents and helps give a professional finish when making calendars - you won't be left with half a hole anywhere.
 

3:1 FIXED PIN WIRE BINDERS

 3:1 Fixed pin wire binders are for binding on the longside of an A4 document or the shortside of A3.
These machines are great for standard paper sizes but when binding non standard sizes of paper and making calendars a selectable pin machine is better.
